General Manoj Mukund Naravane, a former head of the army, stated on Thursday that developing a national security strategy was necessary before moving forward with theaterisation in order to best utilise the military’s resources for upcoming wars and operations. He added that without such a clearly defined strategy, pursuing the long-awaited reform would be similar to “putting the cart before the horse.”

General Manoj Mukund Naravane, a former commander of the Indian Army, stated on Thursday that developing a national security strategy was necessary before moving forward with theaterization in order to best utilise the military’s resources for upcoming conflicts and operations. He added that without such a clear plan, pursuing the long-awaited reform would be similar to “putting the cart before the horse.”

The argument over theaterization was reignited by Naravane, who said: “Theaterization is not an end, it is merely a means to an end.” Naravane was giving a discussion on theaterisation at the 4th General KV Krishna Rao Memorial Lecture. First, that goal must be stated in the form of a national defence plan. A national security plan must ultimately lead to that defence strategy. To just keep talking about theaterisation without a national security policy in place is actually putting the waggon before the horse.

The event’s earlier speaker, Army Chief General Manoj Pande, stated that theaterization was the army’s top priority.
